The contents of this document form a proposal for guidelines for the designers of seismically base isolated nuclear plants. They deal with items different from non-isolated systems. For the latter systems reference must be made to existing regulations. The focus of the document is on requirements, analysis, methods, qualification procedures and monitoring of isolation devices (isolators, energy dissipators if present, etc.), isolation systems and isolated structures. The proposed guidelines mainly focus on horizontal isolation. Systems considered are those formed by elastomer bearing with or without separate dampers (ie high damping rubber bearings, lead plug rubber bearings and low damping rubber bearing with separate elastic-plastic or viscous dampers), or sliding devices. Some remarks are also included as regards three-directional (3D) isolation (namely, horizontal and vertical). However, considerable additional research and development is needed to allow for a reliable extension of this proposal to 3D isolation.
