An extensive spread of the measurement of thermic energy is currently obstructed by the higher costs of the measurement relative to the measurement of electrical energy. This calls for research on heat meters with new, still to be developed, measurement systems aimed at realizing economical measurement and test methods. These costs are determined by the simplicity of the measurement method and the investment required for the equipment.
Furthermore the major economic relevance of the supply and the invoicing of thermal energy within the EU necessitates greater efforts in solving the outlined problems. In addition the reorganization of the legislation of measurement within the EU has major implications for both industry and methodology.
These complex and closely linked problems were subject of the 124th seminar of the Physkalisch-Technische Bundesanstalt (PTB). The papers presented at the seminar are contained in this issue. .
