In this publication the problem of surface waves generation by a rotational flow near the air-water interface is considered. It is shown that, at the resonance state of wavelet development, the characteristic space scale of the generated wavelets is correlated with the parameters governing the so-called "burst process" in the air flow boundary layer. Measurements in wind-wave tunnels confirm qualitatively the derived relationship between wind speed and length of the initial wavelets.
