In the context of the long term strategy of a progressive harmonization of safety requirements and criteria, the objective of the work reported in this document was to identify convergence and assess divergences, together with making recommendations towards reducing divergences whenever useful in the areas identified in the 1988 Communication to the Council entitled 'Assurance of safety of NPPs - Objectives and Methods'. This consensus document 1995, which is a supplement to the earlier Consensus Document of 1988, is organized into three chapters: safety in operation: in-service inspection and maintenance, training of operations personnel, safety culture; source terms and realistic off-site consequences for design basis accidents; and severe accident prevention, mitigation of potential consequences both for existing and future plants. In all the areas identified as requiring further harmonization effort, good progress has been achieved as reported in the present document and a few areas have been identified where some progress remains possible and useful, particularly for future plants.
