The Nuclear Regulators Working Group (NRWG) of the European Commission (EC), mindful of the need to make explicit the licensing principles for nuclear faculties, launched a programme to assess approaches to nuclear regulation and documentation in Europe. The information was collected through a questionnaire dedicated to national licensing practices in force in Western European countries. The information was then reviewed by the NRWG Task Force on this project assessed the information and decided that due to the amount and complexity of information, the scope is limited to four countries and concentrates on licensing procedures and associated documentation.
This document is intended to illustrate the basis of the national regulatory practices in four Western European countries. It does not consider all licensing activities during the life cycle of a nuclear power project. It covers neither the licensing requirements and practices during the operation personnel. Besides, the regulatory inspection and enforcement functions during the licensing process are not specifically dealt with in this document.
