The aim of this study is to develop a more coherent and rational framework for establishing intervention levels for use in response to future accidents. Particular attention is being given to the social and psychological response to the countermeasures taken after the accident and how such considerations may be taken into account in future intervention policies and practices. The findings are discussed here.
