The earlier editions of this guide helped improve the information on and understanding of Community research programmes considerably. By avoiding legal and technical EC jargon the guide became a standard tool both for those who had already participated in research programmes and for newcomers. The guide is designed to provide: a descriptive outline of the problems associated with information, obtaining advice, submission of applications, financing, etc; a succinct oultine of the content and procedures of each programme, in the form of fact sheets; practical hints for interested parties, ranging from the search for partners to the completion of a potentially successful project proposal. This new edition consists primarily of a presentation of the Fourth Framework Programme. The presentation of the research and other related programmes has been improved and extended. In addition, Part 1 (RTD policy) and Part 3 (research contracts) have been completely rewritten in order to take account of developments since the end of 1992, and particuarly the steps that have been taken to render Community support for research more transparent and rational, such as the new, simpler model contract, and the setting up of the industry-research Task Forces.
