The Murmansk and Arkhangelsk regions of north-west Russia have accumulated significant amounts of spent nuclear fuel and radioactive waste which resulted from operating the Kola nuclear power plant, nuclear-powered icebreakers and a container ship of the merchant marine, nuclear-powered submarines and cruisers of the Navy, and from industrial and medical use of radionuclides. Most of these materials are now in interim storage awaiting a permanent solution. In order to soundly plan and later install a state-of-the-art spent fuel and waste management system, an analysis of the present situation is needed, including an inventory of materials currently in storage and of expected arisings. This report provides a detailed spent fuel and radioactive waste inventory and suggests a managment plan in order to improve the present situation.
