International strategies of environmental policy : towards a new approach of integrated assessment
A fundamental step in the definition of an Integrated Assessment (IA) the choice of the components for such an assessment framework. Currently, most IA's are developed on the basis of computer models, themselves based on the premise of Cost Benefit Analysis (CBA). In this paper, we discuss some consequences of basing environmental policy decisions on the current Integrated Assessment Model (IAM), and we point out the basis for an expanded methodological approach for dealing simultaneously with the hard and soft values involved in environmental policies. We propose an Integrated Assessment framework to support decision making in environmental policy, including the use of technical models (IAM), expert assessment, and extended peer communities, to involve the different stakeholders concerned by the issue to be tackled.
