Early crop yield assessment of the EU countries: the system implemented by the Joint Research Centre
The system for early assessment of crop yields of the EU countries consists of a component for qualitative crop-state monitoring and a component for quantitative yield forecasting. Its main users are the EU's Directorate-General for Agriculture and the European Statistical Office (EUROSTAT). The implementation of the system took five years (1988-1993), during which time inputs from approximately 50 institutes from 17 European countries were integrated in an agricultural information system (AIS). The overall coordination and the integration of the various inputs into the AIS was provided by the Pilot Project for the Application of Remote Sensing to Agricultural Statistics of the Institute for Remote Sensing Applications of the Joint Research Centre (JRC) of the European Community, where it has also been made operational. In this paper, the results in the fields of the processing of meteorological data, the updating of the EU's 1:1000000 soils data base, the estimation of potential evapo-transpiration and global radiation, the collection of information on regionally valid environmental crop-growing conditions, crop modelling and the statistical validation of model outputs and examples of outputs are presented. At present these products have a 50km x 50km resolution for crop-state monitoring; yield forecasts are made for large regions, countries and the EU as a whole.
