The evaluation was carried out by a multi-disciplinary panel of eight independent experts. It focused on the International Scientific Co-operation (ISC), AVICENNE and Information Technologies and Communication Technologies (IT and CT) schemes.
It is centred on four aspects: the nature and benefits of co-operation; the scientific and technical achievements; the action lines; the efficiency of programme management. The conclusions are based on the analysis of documents; a postal survey and interviews in ALA/MED and EU countries and in the European Commission.
The panel produced recommendations for the integration of the activities of S and T cooperation with developing countries under the Fourth Framework Programme, and for country differentiation, the setting of priorities, programme procedures, the dissemination of findings and the development of EU Strategy for international S and T cooperation.
