Abstract

The legislative framework within the European Union for the control of major accident hazards at the present is given by the 'Seveso' Directive and its amendments. The fundamental revision of this Directive will bring into force requirements related to the Major Accident Prevention Policy as implemented by a Safety Management System (SMS).
The study attempts to address the recognized SMS elements making use of an 'ad-hoc' questionnaire based on the principles of auditing. A weight is assigned to each audit response according to the importance of the issue addressed. The weighting scale used was deduced from the important SMS factors identified in recent European Community (EC) sponsored research projects which examined a wide variety of industry activities in all the countries of the European Union. A 'weighted SMS factors matrix' is proposed, to support the safety personnel on site in the assessment of the existing SMS. This approach can be developed to give a method for rapid detection of defects in the SMS.
