This report concerns radiowave propagation effects on next generation fixed-services terrestrial telecommunications systems. Chapter 1 outlines the background, general objective and priorities of the project. Chapters 2, 3 and 4 report the work, conclusions and recommendations from the three Working Group areas. Chapter 5 summarizes the outcome and looks to the way ahead. Chapter 6 lists the references.

Broadly, the project has:
made an examination of the needs for information on frequency-selective effects and broadband considerations, on flat-fade effects and millimetre-wave considerations, and on site shielding and other interference reduction strategies; this led to the formulation of 28 specific technical questions considered to be of urgency;
surveyed the status of such information already available early in the existence of the project and kept this state of the art report updated during the work of the project;
carried out specific studies in response to the 28 questions and evolving needs of telecommunications during the project;
discussed results from these studies in an open manner prior to publication so that research in the participating organisations has benefited considerably;
reported these results to those likely to put them to good use and to benefit from that information. ation.
