Analysis of a decision support system for the treatment and disposal of solid urban waste: case study: Sicily region
This report describes an analysis of a decision support system developed at the Joint Research Centre, Ispra which was undertaken to illustrate the potential of this system for the integrated management of waste in the region of Sicily in southern Italy. The aim of this system is to provide good alternatives for the siting of new waste facilities in order to satisfy the requirement of self-sufficiency in the area of solid urban waste treatment and disposal. The system comprise three main components: a data base management system, a models base management system and a user interface. The three different assessment models enable the system to analyse different alternatives. These three models are: a risk evaluation model, an environmental impact evaluation model, and a costs evaluation model. The multicriteria evaluation module assists the interpretation of results from the assessment of the different alternatives. It is able to rank the different alternatives generated independently from the number of assessment models used, and independently from the weight factors associated to the results of each of these models. An application exercise was also undertaken.
