This report presents the findings and recommendations of the Panel of independent experts which was commissioned by the Swiss Chair to report on the results of 200 finished and 118 withdrawn EUREKA projects. The conclusions are based upon evidence which includes extensive surveys and interviews by the Panel. The overall finding is that EUREKA has been successful in terms of achieving its initial goals. Excluding projects which never started or stopped after the feasibility phase, 50% of the projects have been successful, and only 20% can be classified as failures. The large majority of projects were finished in the last 2 years, a time of Europe-wide recession, and are only now reaching the point where commercialization can take place. Nevertheless, an estimated overall added turnover in the region of billions of ECU is expected within the next 2-3 years.
