An initiative has been developed to encourage small and medium sized enterprise (SME) participation in community research. A growing number of SMEs now have to operate under more difficult conditions due to international competition. Better exploitation of technology and European cooperation can increase their competitiveness. For many SMEs new technology may entail a decisive competitive advantage even in the case of traditional sectors. However, the human and financial investment needed in order to acquire this technology is such that firms of all sizes , especially SMEs, are obliged to cooperate with research bodies and with one another. The European Community offers SMEs an opportunity to obtain support for technological innovation through its research and technological development (RTD) programmes, most of which make provision for technology stimulation measures specifically designed for SMEs. The success of this initiative will help to mobilize the innovative potential of high technology European SMEs which already, on average, are responsible for twice as much innovation per employee as large firms. it will also facilitate the take up of technology by SMEs in more traditional sectors. And the favourable spin offs will be felt by Europe's industrial fabric as a whole.
