Green Paper on innovationFunded under: FP4-INNOVATION
In December 1995 the Commission adopted a Green Paper on innovation (COM(95) 688) designed to launch a wide-ranging discussion with a view to raising awareness among economic operators of the need for innovation in order to consolidate competitiveness, underpin growth and improve employment prospects in Europe. The Green Paper takes stock of the situation in the European Union, analysing progress to date and weaknesses still to be overcome. It proposes for discussion a set of measures geared to five main objectives: making research more innovation-oriented, developing human resources, improving access to finance, creating a favourable legal and regulatory environment, and modernizing public innovation promotion efforts. The Green Paper is the subject of this publication.
