The Technology Initiative for Disabled and Elderly People (TIDE) is a Programme with a unique identity and an important contribution to make to the social and economic well being and technical development of Europe. Elderly and disabled users present many, specific and acute demands on technologies, products and services. These are demands that can only be understood and addressed if there is a full user participation at all stages of the definition, execution and validation of TIDE work. This document presents an assessment of the TIDE Pilot Action for the European Parliament, the Commission, the Council, the Economic and Social Committee and the Member States. It has been produced by an independent Evaluation Committee at the Invitation of the TIDE Office and includes a set of recommendations for the future management and operation of TIDE. In the final stages of the drafting of the report, it was presented to an Evaluation Board. As a result of these discussions, several additional issues were raised and new recommendations introduced.
