Abstract

The International Civil Aviation Organization (ICAO) is currently standardizing a data communication environment for the aeronautical community. This environment is known as the Aeronautical Telecommunication Network (ATN). ATN is designed to allow both fixed (ie ground to ground) and mobile (ie ground to aircraft) data communications, on a worldwide basis, between Air Traffic Services authorities, airlines and aircraft. The ICAO ATN draft standards are entirely based on the International Standards produced by the International Organization for Standardization (ISO) for Open Systems Interconnection (OSI). ATN is a key component of the Future Air Navigation Systems concept elaborated by ICAO for the coming 15 years in order to solve the current air traffic congestion problems. This document presents an overview of the European Aeronautical Telecommunication network (EURATN) objectives and achievements.
