This document contains the final report of a study to assess, by review and appraisal of city initiatives, how the variety of measures undertaken in Europe to improve the offer of public transport have affected patronage. In particular:
how have measures affected travel behaviour;
what are the impacts;
what are the consequences in terms of traffic, environmental, energy and social impacts.

The work was approached in four logical stages:
development of an impacts matrix;
design of a pro forma/international review of literature;
assessment of instruments and gaps;
selected case studies. Full results are given for each case study. e study.
