The study analyses national systems of innovation and technological opportunities in the developing countries of Maghreb, namely Algeria, Tunisia, Morocco and Mauritania. The region is rich in both natural and human resources, but it needs to tackle deficiencies in education and training.
In developing countries where the industrial sector is unable to provide resources for R&D, the State plays a primordial role. Each Maghreb country presently organises its own R&D programmes, but there is a growing awareness of the need for cooperation at both regional and international level.
Research in information technology and in agriculture could play a key role in future cooperation between the Maghreb and the EU. .
