This document provides an introduction and overview of the European Commission's programme for cooperation with third countries and international organizations in the field of research and technological development (RTD), which is part of the Fourth Framework RTD programme. The aim of the programme is to encourage international scientific cooperation without frontiers. The specific programme on "Cooperation with third countries and international organizations" (INCO) has four target groups: other fora for European cooperation (COST, EUREKA, international organizations); Central and Eastern Europe and the New Independent States; non-European industrialized countries; and developing countries. Its aim is opening up the specific programmes of the Fourth RTD Framework Programme to third countries and international organizations. The document also introduces international cooperation and atomic energy: EURATOM. Conditions for participation in the programme are given in addition to examples of projects. Prospects for international cooperation in RTD are described and where more information can be found.
