The main objective of this study is to improve communication and understanding on the issues of emergency planning and response throughout the European Union, by making existing information widely available and user friendly. The work consists of a comparative analysis of previous studies sponsored by the European Commission Joint Research Centres (EC JRC) and conducted in the Member States on the lessons learnt from emergencies after accidents involving dangerous substances which have occurred at fixed installations or during transportation. These studies were conducted at different times from 1988 to 1993 in all the Member States before its last enlargement. Most lessons learnt from the accidents analysed are of a general value and do not only apply to local situations.
