The ethical dimension of technology watch and assessment
Technology Watch (TW) is one of the main tasks of the Institute for Prospective Technological Studies (IPTS). The objective of TW can be described as detecting, scientific breakthroughs, trends and events that might lead to technical innovation and to alert the EU decision maker about their implication and consequences. These implications and consequences reach far beyond purely technical ones; they include socio-economic and ethical aspects as well. It is an important challenge for IPTS to explore the possibilities for integrating ethical considerations in its Technology Watch activities and to improve thereby the quality of its services to the decision maker. A number of experts on the integration of ethics in technological and political choices were invited to participate in a seminar organized at IPTS in March 1996. Apart from discussing some results of this study, the objective was to complement it by reflections from different fields where ethical aspects play an important role. The presentations held at this seminar on the Opportunities for Integrating Ethical Aspects into the IPTS Technology Watch Activities are collected in these proceedings.
