Waste management on islands was an issue addressed by consultants from six Member States of the European Union under the coordination of the Waste Management Policy Unit of the European Commission. The main purpose of this effort was to describe the current waste management practices on several islands off European coasts and propose alternative improved solutions whenever possible. The present manual on codes of practice for waste management on islands is the result of the above mentioned coordinated activities and draws contributions from all their individual reports.

The main objectives of this manual are to:
provide decision-makers at local or regional level with a practical tool to help them manage municipal and other kinds of waste more effectively;
give local, regional, and national authorities a better basis for understanding the essence of waste management problems on islands and archipelagos;
introduce good practice when developing a waste management system, which entails identification of the main waste management problems, prioritization of tasks, choice of strategy and treatment methods, and practical solutions to the identified problems.
