The European Commission has set up an industrial accident notification scheme, the Major Accident Report System (MARS), whereby the Competent Authorities (CAs) in all member states notify all major accidents involving dangerous substances to the European Commission. To ensure basic consistency in the understanding and to provide the conceptual basis for further data evaluations, the Member States have to put these data into a special agreed-upon format, the Accident Notification Form. Recent significant MARS-related changes have made it necessary to set up a new information exchange system, MARS 3.0, fully in compliance with new regulations. Among other functions, this system gives the CAs the possibility to build up their own local disc operating system (DOS)-based databases in MARS-format. This publication in the User's manual for the Local Mars 3.0 Database. The local, DOS-based part of MARS 3.0 is designed to create, read, analyse and write accident event reports according to the Seveso II directive. For these purposes, the following five event forms are provided:

- Report Profile Form;
-Short Report Form;
- Occurrence Full Report Form;
- Consequences Full Report Form;
- Response Full Report Form.
