This paper discusses the methodologies and approaches which can be used to assess the societal value of water in a given use, in the context of socio-economically and environmentally sustainable regional planning. It also analyses the limitations of such an assessment. Fundamental to this analysis is the question of whether or not it is possible to arrive at a quantitative estimate of the societal value of a given use of water. The contents of this publication are the result of bibliographic research, enhanced by discussion and deliberation with many colleagues, collaborators and people encountered through Internet discussion groups. Parts of this document have also benefited from feedback following presentations by the author at seminars.
