In 1995, the European Science and Technology Assembly (ESTA) set up a Working Party to facilitate discussions on the development of effective relationships between university and industrial research. The Working Party agreed that the focus was to be on concrete messages and recommendations, arising from an assessment and collation of opinions on the problems, opportunities, and best practices as related to academia-industry research and technological development (RTD) collaboration. This report summarizes the Working Party discussions with case illustrations used to indicate the state-of-the-art in research cooperation in Europe. Each of the last four main chapters addresses a different target audience: universities; industries; national and regional authorities; as well as the European Union. The Report assumes that universities have a large degree of independence. In some EU Member States national authorities have more extensive responsibilities and should consider some of the recommendations suggested for universities in this Report.
