Abstract

Launched in December 1994, the Targeted Socio-Economic Research (TSER) Programme represents a new element to the Community Framework Programme for research, technological development and demonstration. The TSER programme's primary aim is to produce new knowledge and contribute towards decision making in order to lay the foundations for a harmonious and sustainable economic and social development of the European Union and its Member States. The timing of this independent external evaluation of this programme, and directly related activities carried out previously under past framework programmes within the last five years, coincides with preparation for the 3rd call for proposals and, indeed, with discussions on the role of socio-economic research in the 5th Framework Programme. The panel of evaluators presents detailed findings and recommendations in a number of key areas: the work programme and 3rd call; the future of Community activities in the field of socio-economic research; management and procedures; issues relating to project participants and the research Community.
