The starting point of this report is the concern that the green promise of biocatalysts is not fulfilled sufficiently in European industry. Two routes are explored to improve the situation.

Potential barriers to innovation processes are discussed. In biotechnology innovation is complex, non-linear and branching. Crucial is the ambiguous role of reduction of uncertainty: it is needed for any innovation, but threatens it as well.

The report examines approaches to orient innovation processes towards desirable outcomes. It is concluded that an intermediary approach is necessary, that mediates between the management of technology (within firms) and technology policy (outside firms). An outline of such an integrated framework is given. en.
