Abstract

In order to communicate regulatory information over a public network, such as the Internet, some way is needed in order to ensure that no-one on the public network can read it, to prove that the information is really from the purported entity and to prove that information has not been modified along the way. In other words industry needs a way of transmitting sensitive information to regulatory authorities over a public network that ensures them that only the destination regulatory authority can understand it and ensures the regulatory authority that only that industry could have signed and sent it in a given time interval.
