This report outlines work undertaken by EBD, European Development Centre for Inland Navigation, Duisburg (phase I) and PLANCO Consulting GmbH, Essen (phases I to IV) in co-operation with NEA, transport research and training, Rijswijk (phases II to IV). The objective of this report is to assess the feasibility of establishing an Europe-wide system of reference for analysing and establishing a co-ordinated method for the evaluation of inland waterway projects, taking into account the specific characteristics of the peripheral regions of the Community and the transit countries. To reach the expected results the research was subdivided into four study phases:

- Review of existing methods (phase I);
- Review of measurement methods for the existing criteria (phase II);
- Study of range of criteria to be employed in the European approach (phase III);
- Study of measurement methods to be employed in the European approach (phase IV).
