This study into the Pricing and Financing of transport was commissioned by DG VII (Transport) of the European Commission in September 1994 under the APAS programme. It was intended as background to the further research commissioned under the 4th Framework. The study objectives were:

- To gather information, views and experience on the potential to achieve a mode shift from private cars to public transport through the application of pricing policies;
- To suggest further research or demonstration projects on this topic.
Secondary objectives were concerned with identifying the relative effectiveness of different pricing tools at achieving a mode shift and to produce worked examples of the impacts of these measures based on typical European city characteristics. This final report combines the results of the data collection stage of the project with the subsequent analysis and testing undertaken in the second phase of the study. dy.
