Solutions to the problems of transport provision are complex, since transport impinges on social and economic policy. It is increasingly important to develop a balanced set of transport policies which satisfy the different needs of society as far as possible. The objective of the APAS Investment, Organization and Finance Scenarios project, as defined in the project brief, was to provide scenarios of alternative road transport investment decisions, by national and local governments. In this report scenarios are used to analyse the consequences of transport policy decisions, with particular regard to their impact on organization and financing. They are then assessed in the light of current European transport policies. A summary of European road transport policies was undertaken, in order to provide the structure for the Scenario Assessment Framework.
