To provide the cohesive approach required for the development of European road transport a framework in the form of the European Transport Network Architecture (ETNA) is needed. ETNA provides a strategic approach based on the concept of services, users, systems and operators. The report details the reasons why ETNA is needed, and then develops the initial specification. A Strategic View of ETNA is developed in the report, and this view sets the targets that need to be achieved for development of ETNA. The report then details the Realisation Path for ETNA, which sets out how the targets are to be achieved, in terms of timescales and briefs for ETNA development projects. Finally a Validation Checklist is provided to enable project proposals (particularly to DG VII Fourth Framework programme) to be assessed for their potential contribution to the development of ETNA.
