This report contains the findings of the APAS study on Short Sea Shipping (SSS). The study's objective was to develop the basis for the detailed research within the Fourth Framework Programme. The study was therefore to identify bottlenecks and thresholds for improving the competitive position of SSS in relation to land transport modes. The study was to supply the Commission with an encompassing analysis of:

- The supply and demand side regarding the potential of shiftable cargo;
- The possibilities of the use of swap bodies in the maritime sector;
- The development of fast vessels and its consequences.

A case study has been performed, which formed a substantial part of the study. The corridor that was selected concerned the trade route between The Netherlands, Italy and Greece. The focus on the Mediterranean was chosen after discussion with and on the instigation of DG VII of the European Commission. sion.
