This report by a panel of independent experts reviews the activities of the EC Esprit programme. The period covered, 1991 to mid-1996, encompasses Esprit in the Third Framework Programme (Esprit III, 1991-1994) and in the first part of the Fourth. The key issues addressed were: relevance of objectives; efficiency; programme design; management and evaluation; the future of Esprit; and the transition of the Information Society. The panel addressed strategic issues affecting the overall direction of research and development in information and communication technologies in forthcoming Fifth Framework Programme and made recommendations.
