The Joint Research Centre: a centre of excellence to support humanitarian mine clearance
At the International Meeting on Mine Clearance organized by the United Nations in Geneva in July 1995, Mrs Emma Bonino, Member of the European Commission (EC) delivered an address which she stated "the Commission's Joint Research Centre at Ispra, Italy, has been studying the state of the technical knowledge in European industry relating to mine detection, and has itself made significant advances in researching new technologies for mine detection. The Joint Research Centre has the potential to become a centre of excellence and co-ordination for this aspect of mine-clearance work." With this statement the Commissioner demanded that the Joint Research Centre (JRC) takes an active role in assisting the EC on all technical aspects in support of humanitarian demining.
