Safety versus competitiveness in establishing severe accident mitigation features for future reactors
Competitiveness must not be in strong conflict with safety when establishing severe accident mitigation features. Following cost influencing elements has to be carefully handled: preventive and mitigative level, approach to the design of mitigation features, rules and guidelines from the authorities, combined efforts in the research. Cost reduction considerations for all aspects of plant design are the fundament to allow for additional costs for severe accidents mitigation. This paper discusses nuclear safeguards verses economics and competitiveness.
