Competitiveness must not be in strong conflict with safety when establishing severe accident mitigation features. Cost reduction considerations for all aspects of plant design are the fundament to allow for additional costs for severe accidents mitigation. This paper discusses nuclear safeguards verses economics and competitiveness.
