The Commission's proposal for the 5th Framework Programme (1998-2002)

This publication presents the European Commissions proposal for the 5th Framework Programme. The new approach to defining the content of the 5th Framework Programme is seen straight away in the following two features:

- For the first time, precise objectives, basically of a socio-economic nature, have been set clearly and explicitly for all levels: for the Framework Programme as a whole; for the programmes of which it is composed; and lastly for the activities covered by those programmes;
- In addition, a set of detailed and objective criteria has been drawn up to define the content of the Framework Programme, grouped together in three families: social objectives, chief among which is the impact on employment; scientific, technological and economic development, the basic objective being to increase the European Union's competitiveness; and last but not least the European added value.
