In order to make the best use of the opportunities provided by the 5th Framework Programme, the development of a global strategy for European atmospheric interdisciplinary research is of paramount importance. Such a coordinated approach is proposed in this document which has been prepared by members of the Science Panel for Atmospheric Chemistry and of the Science Panel for Stratospheric Ozone, both groups being constituted to provide advice to the European Commission with regard to research programmes within the Environment Directorate of DGXII. This strategy is based on an analysis of the links between environmental issues and their social and economic consequences. As part of the rationale for identifying scientific priorities, the issues associated with the emissions of trace gases and particles are methodically dealt with.
