The Commission requested that a study be done to better understand the services of consulting engineers. This report considers the intersection of three areas consulting engineering services (CES), small and medium sized enterprises (SMEs) and innovation. It is the result of two studies commissioned by the European Innovation Monitoring System of Directorate-General XIII of the European Commission: one on the quantitative aspect of the CES sector in Europe (Appendix) and the other on the role of CES in innovation (main text). The approach was to make indirect estimates of the volumes concerned and to validate these through a set of interviews all across Europe. A second round of interviews were conducted with suppliers of CES and with their clients; this was a case study approach to look into the dynamics of the sector and to understand the role CES played in innovation and in particular in innovation in SMEs. These interviews were conducted in Germany, France, Italy, the United Kingdom, Spain and Benelux.
