This work describes the principal features of the modelling activities of the JRC in complex urban and regional systems. The fundamental underpinnings of this modelling activity include the theory of complex, non-linear systems and the general framework of environmental economic theory. The model ComplexCity, developed jointly by the JRC and the Solvay Institute for Physics and Chemistry, is presented in detail. This particular model is flexible enough to allow the incorporation of environmental and cultural particularities of the areas modelled. This special feature renders it appropriate for the depiction of the dynamics of socio-economic systems under extreme climatic conditions.
