The problem of observation units
With the reform of the Common Agricultural Policy (CAP) in 1992, EEC Regulation No 1765/92 (establishing a system of aid per hectare for the cultivation of oleaginous and proteaginous cereals), EEC Regulations No 805/68 and 3013/89 (establishing a system of subsidies of beef and lamb producers, in return for observing a density factor per hectare) ie a total of 48 million hectares declared by 3 million producers, and EEC Regulation No 2328/91 (since replaced by EC Regulation No 950/97, relating to compensatory indemnities for beef, lamb, goat and horse production in disadvantaged areas, 7 million hectares, 1.1 million producers), have been supplemented by regulations instituting an Integrated Management and Control System (SIGC, IACS, INVEKOS, EEC Regulations No. 3508/92 and 3887/92).
