Five years after Rio and in the light of Kyoto, the world still engages in the same kind of economics and industry, employs the same technologies and engages in the same consumption and production patterns that have brought about the current state of environmental decline. An amendment made by the Maastricht Treaty states that environmental protection requirements must be integrated into the definition and implementation of other community policies, also adding the precautionary principle, which is of considerable importance for the EC climate policy. Experiences for climate impacts to assess the grade of vulnerability as well as experiences on the implications political mitigation options strongly support the decision making process. The present report follows the question of the scientific progress made over the past years. It provides information about the regional impacts and their economic implications as well as some different considerations for a climate change policy.
