The purpose of this paper is to present a two-dimensional Galerkin finite element formulation developed at the Joint Research Centre (JRC), Ispra for the numerical simulation of water flow in variably saturated soil systems. Included in this formulation is a solution strategy based on an iterative method with relaxation. The proposed numerical scheme has been developed in such a manner as to provide the mathematical modeller with a comprehensive guideline to handle adequately:

- The infiltration into the unsaturated zone with ponding phenomena (the rise of the water table to the ground surface) which is crucial for the functioning of the flooding mechanism;
- The non-homogeneous boundary conditions arising at the seepage face for a quasi-correct prediction of the water table.
