Risk assessment and risk management as key elements to control major accident hazards in the EU
This paper refers to the control of major accident hazards linked with storage and processing of dangerous substances in fixed chemical installations. This process is regulated in the EU by the Seveso II Directive whose regulatory requirements aim at minimizing risk by acting on the hazards, their likelihood and the environment's vulnerability and prescribes the requirement for adopting a Major Accident Prevention Policy and Safety Management Systems (SMS) by the operator of the installation. SMS should be based on risk analysis and quantitative risk assessment (QRA) could be used in the safety report for demonstrating the adequacy of safety measures.
