External costs of energy: Application of the externe methodology in France

The report presents results of the Implementation in France of the ExternE Project to evaluate the external costs of energy. It improves and generalizes previous estimates of environmental damages and costs that have been obtained for a limited number of power plants. The calculations are updated according to the last scientific findings, and a wider range of impacts is taken into account. Damage costs are aggregated to be representative of electricity production in France. In addition to the major power plant types (nuclear, coal, oil, hydroelectric and natural gas), the impacts of municipal solid waste (MSW) incinerators and of hypothetical power plants fueled by biomass are analysed. Special attention is given to the variation of air pollution damages with the characteristics of the pollution source, including, for example, site of power plant, technology and local meteorological conditions.
