The European Network on ageing materials evaluation and studies' (AMES) was created in 1993. Its main objectives are to provide information and understanding on neutron irradiation effects in reactor materials in support of designers, operators, regulators and researchers; and to establish and discharge projects in the above areas. The European Commission DG XVII, responsible for nuclear energy issues at an European level, is addressing the question of how to facilitate contacts between EU and CEEC/Russian/Ukrainian industries in the framework of nuclear industrial co-operation. The European Plant Lifetime Assessment Forum (EPLAF) is providing a suitable forum to develop a basis for further work of mutual interest. This paper describes the Terms of Reference of EPLAF, including members, objectives, priorities and methodology of work. Additionally, a first draft will be presented as an action plan for co-operation on technical issues of embrittlement and annealing of water moderated water cooled reactor (WWER) pressure vessels.
