This final report describes research carried out under the Directorate-General Transport (DG VII) of the Commission of the European Community, EURET Programme, Concerted Action 1.1 Cost-Benefit and Multi-Criteria Analysis for New Transport Infrastructure (Phases I-IV) for Nodal Centres for Passengers. Under two contracts:

- A first stage (Phase I) carried out by Mens en Ruimte;
- A second stage (Phases II, III, and IV) carried out by a consortium led by Institute for Systems, Informatics and Safety (ISIS), and including the MVA Consultancy (MVA) and Technische Universität München (TUM).

This report brings together the results of the following four phases of the study:

- Phase I: Review existing methods;
- Phase II: Review measurement methods for the existing criteria;
- Phase III: Study a range of criteria to be employed in the European approach;
Phase IV: Study the measurement methods to be employed in the European approach.
